Before CDX was even rolled out, the major question from the Office Director was how the system would be funded long term. Initially the program was funded by a central fund that was used to roll out agency wide systems. The plan was for CDX to have centralized funding for the first three years, but after that a new funding source would have to be put in place. In 2002, Innovate! was brought on board to assist EPA in creating a new funding solution. First, we determined how much would be needed to continue to fund the system after the three year period. Next, the stakeholders involved were identified. Finally, we examined various combinations of funding and captured the positives and negatives of each combination. This helped the executive team to come up with the best funding solution to keep the system intact.
