Innovate! Inc. (Innovate) is a NASA Solutions for Enterprise-Wide Procurement (SEWP) VI Category C contract holder. About NASA SEWP VI
NASA SEWP VI provides federal agencies and approved federal contractors access to a broad range of ITC/AV solutions and services through a multiple-award GWAC administered by the NASA SEWP Program Management Office.
SEWP VI is organized into three scope categories. Innovate holds a Category C contract for mission-based ITC/AV services. Category C supports technology services that help agencies build, modernize, operate, secure, integrate, analyze, and support systems used to carry out their missions.
SEWP VI provides ordering agencies flexibility to establish the appropriate NAICS code, acquisition approach, contract type, evaluation criteria, and small business set-aside strategy at the order level, subject to SEWP requirements and applicable acquisition regulations.
Mission-Based Services Available Through Innovate
Innovate supports federal mission requirements that combine technology, data, systems, people, and operational needs. Category C includes mission-based ITC/AV services such as custom computer programming, data processing and analysis, hosting, engineering and design, network operations, technology management, consulting, digital government services, cybersecurity, and related support.
Within that scope, Innovate's capabilities include application development and modernization; cloud architecture, migration, hosting, and operations; systems integration and application programming interfaces; data engineering, analytics, visualization, and decision support; geospatial systems and enterprise GIS; digital government and user-centered application design; cybersecurity and secure systems support; platform administration and operations; IT program and project management; technical consulting; training; and ongoing operations and maintenance.
Availability of specific services is subject to the services and contract line items active on Innovate's SEWP VI contract at the time a quote is issued.
How to Order Innovate’s Services Through NASA SEWP VI

Define the requirement. The program office and acquisition team identify the mission need, scope, deliverables, performance requirements, funding, schedule, and evaluation approach.

Conduct market research or request quotes. The ordering agency uses the NASA SEWP customer tools to conduct market research and, when appropriate, issue a Request for Information, Market Research Request, or Request for Quote to eligible SEWP VI contract holders.

Provide fair opportunity. The Ordering Contracting Officer follows applicable fair opportunity requirements and the agency's acquisition procedures, establishes the appropriate NAICS code and acquisition strategy, and evaluates responses using the criteria identified for the order.

Issue the order. The ordering agency's contracting office issues the order against Innovate's SEWP VI contract, 80TECH26D0130. NASA SEWP does not issue the agency's order.

Route the order through the SEWP Program Management Office. The SEWP Program Management Office reviews, processes, and tracks the order before forwarding it to Innovate for acceptance and performance. Order modifications must also be routed through the SEWP Program Management Office.

Fair Opportunity and Requests for Quotes
SEWP VI is a multiple-award GWAC. Contract holders must be provided fair opportunity at the individual order level, as appropriate under Federal Acquisition Regulation 16.505(b). NASA's SEWP quote request tools are designed to support this process.
The issuing procurement office is responsible for maintaining its order-selection documentation. Innovate will respond to SEWP requests in accordance with its contract and the NASA SEWP Contract Holder User Manual.
Services included in a formal SEWP quote must be available on Innovate's SEWP contract at the time the quote is issued. For market research, Innovate may identify services not yet available on its contract only when permitted by SEWP procedures and clearly identified as such.
Full SEWP VI Fair Opportunity Clause
A.1.13 FAIR OPPORTUNITY AND REQUESTS FOR QUOTES Contractors will be provided a fair opportunity at the individual order level as appropriate per FAR Part 16.505(b), including the SEWP RFQ tools. No documentation for the order selection is required to be submitted with the order. All such documentation is to be maintained by the issuing procurement office. The Contractor shall not market, quote or otherwise offer for sale, any IT Solutions not listed under this contract, until the said solutions are included in the SEWP database of record, and available to all Government end-users. If the Government issues a Request For Information (RFI) as part of market research, the Contractor may provide items not yet listed on their SEWP contract as part of a market research quote if: 1. all such items are clearly marked as not yet available on their SEWP contract; and 2. the contractor submits a technology refreshment request to add those products to their contract If the Government issues a Request For Quote (RFQ) or a Market Research Request (MRR), the Contractor may only respond with items available on their Contract and the price of each item shall be the no greater than the price in Attachment F SEWP database of record at the time the quote is issued. If the Contractor has insufficient items on their contract to fully respond to the Formal RFQ, the Contractor must respond with a No Bid. Unless the RFQ specifically allows for partial quotes, the Contractor must respond fully to all requirements specified in the RFQ. When submitting a quote to a government end-user, the contractor must clearly state the length of time the quote is valid. The contractor shall honor any order submitted within the stated time period of a quote. When responding to an RFI or RFQ issued from the NASA SEWP RFQ on-line quoting system, the Contractor must respond as outlined in Attachment C: Contract Holder User Manual (CHUM). Contract Holders are prohibited from using Government information posted on the NASA SEWP Contract Holder Only Page, such as RFQs, RFIs, etc., for purposes other than proposing on SEWP requirements. This includes Contract Holders providing third parties with SEWP information and requirements for the purpose of assisting companies, that are not SEWP Contract Holders, with providing unsolicited proposals to meet agency requirements already posted to the NASA SEWP RFQ on-line quoting system.

Installation, Warranty, Technical Support, and Post-Delivery Support
Installation, implementation, technical support, software support, service levels, acceptance requirements, and other post-delivery terms will be identified in Innovate's quote and the resulting order, as applicable to the requirement.
When third-party software, hardware, subscriptions, or other commercial components are included in an authorized SEWP order, applicable warranty, maintenance, licensing, and publisher or manufacturer support terms will be identified in the quote or supporting order documentation.
